On the one hand there are coordinated programs involving a certain amount of setting up and managing. At the other end of the continuum there are very many small-scale, peer-to-peer arrangements—mostly of the “sister library” type. The session takes the form of a formal debate on the question This house believes that time spent coordinating is seldom wasted, and two invited speakers from different backgrounds will speak to each side of the question.
